Allows players who fail to appear in a Major tournament to be a substitute for the qualifying team. The following is the content of the regulation:

In Dota 2 matches especially Major tournaments, the substitute/reserve roster and main roster players may not swap. Usually a substitute is needed if the main player is unable to attend due to visa problems and others. Usually the reserve players must be registered with the core before a set deadline (roster lock), which means that the team must find players who are willing to not be part of the core (main roster).

The rules from Valve make negotiations between teams and players fairer, this rule also makes good players who fail to appear in Major tournaments possible to be recruited by teams that qualify. We’ll just have to wait and see who among the top players like Miracle-, Dendi, KuroKy, BuRNing and Mushi will be the substitutes for the Boston Major.
